I am in need of a 2 handle tripod. Favorably one with the handles coming down to waist level. Does anyone know of a good source? I will need one with a fluid head.

First of all, it is the head which comes with two handles, so you get the head that you need, then you choose the legs you need that go with it. Although, sometimes it does come as a kit, already together.
Which camcorder are you putting on this tripod? Size and weight make a difference.
How much money were you thinking of putting into this purchase?
Where will you be using this tripod; always indoors or on flat surfaces, outdoors, outdoors on uneven terrain? All of these things make a difference.
What kind of height range do you need? Does the tripod need to go lower than 27" or so? Does it need to go higher than eye-level, to shoot overhead?
Does the tripod need to setup fast or do you have all the time you need to set it up?

I have a Bogen head that allows you to move the handle for either right or left handed operation. I believe most heads have this feature. Just get an extra handle and put one on each side.
As far as the handle coming down to waist level, that's going to depend on how high the tripod is raised. I don't know of any extra long handles, at least for the Bogen heads I'm familiar with. I suppose you could improvise with some kind of extension. Just be aware that the longer the handle the more likely you are to whack it causing the cam to jiggle (or worse).

I can show you how to make the Dual Handle thing for most any T-Pod you get. I've got 4 T-Pods with custom made Inter-changeable handles: singles, extendable singles, and extendable duals (2' to 4'). I use the extendables, either singles or duals, on most shoots. Takes about 2 to 4 mins to change them out. Allows one to sit or stand while Cam is 6' to 7' in the air. I also use a monitor, instead of the Cam's viewfinder or side monitor, to watch what Cam sees. Much easier tracking if you're doing sports and doing wide swing angles.
Can send you pics of them, and infared-remote control attached to Cam by fiber-optic cable mod so you can have remote control in your hand or on a handle. I never use Cam's Zoom control unless I'm hand holding it.
