Does anybody know how does the DC out connector works and what it's for? Can't find in instructions booklet...

The DC-out connector on the battery charger is most likely used to connect the video camera directly to power from an AC outlet. The charger may have come with a cord that would work for this purpose.

The cord to the left of the charger in the picture on this page can be used to convert the charger into an AC adaptor.

If it came with this cord, it can be used as an AC adaptor.

This is my experience with DC-out connectors on charging units, I hope it helps.

Does this have anything to do with charging in a vehicle lighter.

No. The DC-out connector on the unit is just for connecting to the camera's DC-in connector to power it directly from a wall outlet. The power cord of the charger (The cord that plugs the charger unit itself into a wall outlet) would have to be switched with a cigarette lighter cord in order to charge in a vehicle.
