I have Pinnacle Systems Studio 7. It converted my dv tape to VCD with a few easy clicks. It is most likely not the best product out there, but it is got to be one of the easiest.

Have you tried updating the driver from within Device Manager?
Have you tried to reinstall the usb driver...
