Hard to say; there are different levels of quality for mpeg-2. There is dvd mpeg-2 that is good quality compression and there is also svcd mpeg-2 that is decent but nowhere near broadcast quality.

On a side note, in my experience MPEG formats handle bright footage much better than dark footage. Don't ask me why.
