Are you seeing this during playback on a TV set?
If yes, it could be as simple as a setting on your DVD player.
My Pioneer player (several years old now) has the option of pausing on a frame or a field of video.
If you're seeing this in Vegas, setting your Preview window to Best/Full will give you the cleanest picture.
