The prosumer cams best in low light are (in order based on my experience):

VX2100
XL1S
GL2
DVX100
DVC80 (really a pro cam)
DVC30 (this is the only one of these high end cams with IR--0 lux)

There are probably some JVCs (like the HD1) that fit in there somehow, but I have no experience with them. The above cams all have 1/4" or 1/3" CCDs. Anything smaller, like the 1/4.7" PDX10, TRV950, and GS400, lose light sensitivity rapidly (like 2-3 F/stops {12-18 dB gain} worse than the above).
