AVCHD - Final Cut 6.02 - Poor quality video - strobe or stuttering of pan shots

I have the Sony CX6 and I am following the workflow of shooting in the highest quality and using the log and transfer window in Final Cut 6.02.
However, I am having some problems with the stuttering or strobe like effects on pans. Could it be something to do with the interlace fields, is there something I should be aware of?
I have been opening a clip in the viewer and introducing it on to the timeline, a popup window appears and asks if I would like to change the project settings to the clips settings. It is hard to see the smooth effect on the monitor so I have exported the clip as an SD DV PAL Compressor file for DVD. When played on a TV, the quality is not so great as stutters or strobes. Any ideas where I am going wrong.

Any help would be appreciated.
