Just an update to this thread.
As of the posting of this and with the release of Nero 9 and Roxio Creator as probably the two biggest DVD software suites around, there is still no function within either to execute this task.
As it is DVDRemake is still the only software available that I know of that will do what the original poster wanted. i.e. Merge two or more mini DVDs into one retaining the original top menus of those DVDs and at the same quality.
DVDRemake will merge two DVDs into one and DVDRemake Pro will merge two, three or more mini DVDs into one. Just note that if you want to merge more than three mini DVDs into one then you will have to either re-compress the originals using different software or go to a dual layer DVD.
The trial download of either version of the software will allow you to use pretty well the full functionality of the program but will place a watermark over the output. To remove the watermark you need to pay for a license.
