Any suggestions as to which software would be good for editing and authoring MPEG-2 files.

Womble MPEG Video Wizard or MPEG VCR have been recommended highly to me. Their website is http://www.womble.com.
These are frame accurate MPEG editors. MPEG wizard can add effects whereas MPEG VCR can remove sections fairly easily (like removing commercials).
You should be able to find lots of metnions for these products on the web.
