Which head is clogged?

I shoot with a Panasonic AGDVC60 on Panasonic 63PQ mini dv tape. When playing back a recorded tape through a deck (vtr, dvr), lines appear horizontally through the picture. Not throughout the entire hour tape, just at a couple of spots. When I rewind the tape and replay over the same spot, the lines are gone. I was told that these lines are a head clog or head damage. But I don't know if it is a clogged Camera head or if it is a clogged head in the Deck(vtr, dvr).
Which is it?
PS-I have a mpg file showing the lines in the picture if someone wants to see it.
Thank you so much!

Since the defect is "moving" each time you play, it is NOT a case of a record-time flaw.

If your playback is always with a stand-alone deck, the fault is either the deck heads -- or a flaky tape that is losing oxide coating when played, such that the "powder" is appearing in different spots, but is not flaked heavily enough to totally lose the source signal position.
