Can DVD's fast forward and reverse?

I made my first DVD from iMovie. I imported my MiniDV tapes shot on my Canon Optura 50 to iMovie and then I burned them onto iDVD. Everything worked and they turned out pretty good. We played them on my sons DVD player for his TV set. He couldn't go forward or back. We could only play them from start to finish, about an hour long. We could stop and start but we couldn't go forward or reverse. We could only go back to the beginning and start all over again. He said that VCR tapes could be stopped and forward and reversed but that DVD's couldn't. Is this true?

There are two factors (and maybe more as I don't know what iDVD capability is)... 1) creating chapter stops in the video (and maybe a scene select menu). 2) knowing what the buttons on the player remote do...

ALL of my DVD players have buttons for both next/previous chapter, and for cue/review (fast scanning while viewing, in either direction, often at various speeds: 2x, 4x, 6x).

DVDs are direct access media -- give the drive the proper command and it can jump to any where.

DVDs can totally be fast forwarded or rewinded, it just depends how you encode them.
