progressive on SD

When transfering the content from the tape to a computer ( to obtain an avi file ),
is it possible to obtain an avi file that is progressive?
When burning a DVD, is it possible to burn it to be progressive?
Sorry if the above doesn't make sense.
I'm just trying to know what is the best format ( highest quality ) for an SD movie/DVD.

With standard capture software, video is transferred to your PC with no processing. Once on your PC, it is easy to render out a progressive file from an interlaced source. Vegas has many custom settings that can be applied to its render templates including removing interlace. But, be aware that you may lose some video quality depending on how the interlace is removed. Some methods may be as simple as removing one of the two fields from each frame. There are two different methods Vegas gives you I don't really know what difference they make.

Progressive video, recorded on DVD, does not always provide the best quality.
