Oldest version that burns DVD that will play on any player

I want to download stuff from my mini DV camcorder, edit it, make a movie, save it to my PC's hard drive then burn it onto a DVD disk. I need it to be read on any stand alone DVD player. What is the oldest version of Ulead (I am a bit of a cheapskate) that will allow me to do it?

VS9, 10 or 11.
Anything prior to that can't create dolby sound and if you want as much compatibility as you can then dolby is a good idea.
VS8 was an MPEG train wreck.
VS 7 getting a little old now.
VS 11 is only one rated for Vista in case you have Vista, all the others are XP only.
There was a Vista patch for 10 but it was dodgy.
