How to make a non blured image when rendering to mpeg2?

Hello people, hope get some help.

Shooting with VX-2100 (pal) and using Vegas 5.

Here is the problem.
When i transfered the video from CAM to PC, the uncompressed DV video is fine and clear. But after render using profile DVD PAL, the image is blurred when the person make fast movements. It is like frame 1 and frame 2 together.
I tried even change the shutter speed 60, 100 and 215, but the image still the same with no difference.

What i do wrong? What can i do to make a clear image?

Maybe im explaining something wrong?

Well, i want to get a clear image when i do PAUSE.
There must be a possible way to do that, some tweakings on the mpeg2 profile should be done, i think.
Or maybe the problem will in out with Vegas 8?

Well I'm no expert and I dont use PAL,but I just looked at the Pal settings for mpeg2 and seems similar to my ntsc projects.
First off ,are you viewing your finished clips from a dvd on your TV,or viewing them on your computer?The mpeg2 clips will not look as good viewed on your computer,you really need to follow up all the way and make a dvd and view it on your TV set to see the best quality.
So here's my typical settings I use to render to mpeg2 to make a dvd.

Custom tab:
video rendering quality=best

hit video tab at bottom

most of the settings here should be preset
but make sure this is set

"interlaced,bottom field first"

the slider below that all the way to the right to best quality

I use variable bit rate ,the presets of 8,000,000 max,6,000,000 avg,work good for me but I have upped the min to 2,000,000 maybe a little higher,it is possible to get this "min" too high and the bit rate be too high for the dvd.You also can try the 2 pass button across from the variable bit rate button.
Thats it,those settings can be saved as a template to set it quickly the next time if it works better for you.
Again, you gotta burn this to a dvd and view on your television to see the best results.Hope this helps

Are you seeing this during playback on a TV set?
If yes, it could be as simple as a setting on your DVD player.
My Pioneer player (several years old now) has the option of pausing on a frame or a field of video.
If you're seeing this in Vegas, setting your Preview window to Best/Full will give you the cleanest picture.

I am seeing the mpeg2 video on my computer. I didnt tried it to play on dvd, but burned it on dvd disc as DVD Video with menu, so i maked play on computer with WinDVD. Isnt that the same as tv? Well, the results were the same, image not clear on Pause.
Maybe really i should see this on tv?

And why it Is not suitable view mpeg2 on PC? Maybe i need to install some Codecs?

Sorry for the slow response I was out of town.The DVD you burned is in interlaced format and your TV set displays it's image in interlaced format,your computer is a progressive display.You would have to google these terms to get a more technical answer on this.But thats the reason for my saying to view this on your TV set first,you may be pleasently surprised.
