Just shorten and leave format "as is" Sanyo FH1?

I have 8 minutes of 1920x1080 60p footage with a file size of 1.4gb (1,400mb)

I just want to cut it down to 18 seconds and leave everything else the same so I get a smaller *.mp4 file with no loss of quality.

I can't seem to find a File > Export > Media setting that lets me export it "as is"

Doing simple math my final file size should be 54mb

When I select Export Settings > Format > MPEG4, it is especially frustrating because I think that is the file extension I want, but the program wants to shrink the hell out of the resolution(176x144) and frame rate (15fps)
